The Hermitage quest is the quest you are looking for, and to start it, you need to talk to a man who is stranded in some ruins at the Gale Cliffs. You will need to head to the Gale Cliffs, which can be found to the South East of Greater Marrow. Unfortunately, Explosives are locked behind a quest that is not immediately obvious to start but is rather straightforward to complete. The more you explore, the more of these rock blocks you will discover. These rocks only block off a small pool of water, but there could be some interesting fish locked behind this jagged wall.
